hull C shenanigans (applies to some other ships too)

i've noticed that there are a lot of abandoned cargo boxes around the loading bays which prevent ships from loading due to "loading bay obstructed". i've also noticed that people just leave their hull Cs around stations for some reason. this also happens on pads with a bunch of other ships, which is quite annoying. CIG needs to implement some kind of fine system so people don't just leave ships around, as it only obstructs gameplay and makes things harder for everyone.
