Did Sony closed servers or it's just my WiFi?

I have four friends with Vita, and something strange happened... Everyone told that they can't connect to PSN in games (for ex. Helldivers) with error NW-2439-8. And I have same issue. Everyone has installed ITLS Enso.

So, I'm thinking that it might be Sony silently shut down servers for Vita or my country get sanctions (dunno about it)

Maybe someone else have this issue? And someone have solution for it?
