Agent Asking Ridicules Money To Apply Chinese Language Course

I’m a 20yo international guy wanting to come to one of China’s major city (Shanghai, Beijing Guangzhou, Shenzhen) and study Chinese language in a university. By my own research the yearly tuition of these major cities universities is maximum 16 thousand Yuan and student accommodation is at most 12 thousand Yuan. It’s all good and in my budget plus all the other living expenses till now, but the agents who apply for these universities and get what they called JW, they’re asking for 10thousand Yuan themselves..! Which I think it’s not reasonable..

I have applied for European universities all by myself and got my Letter Of Acceptance , and also applied for a visa all by myself as well, but such option is not available for me as China’s universities are not easy to find online and understand their conditions and communicate with them.

You don’t think there is any other way around of saving that 10,000 Yuan budget?!
