Utah crim pro/Robinson question

Question about law

I understand Tyler Robinson was arrested pursuant to a probable cause affidavit. Since a judge or magistrate already determined PC for the arrest, would he/she also have to determine that PC exists for the specific charges that will be filed? I know many defendants often waive their preliminary hearings anyway, but as a technical matter, would PC need to be shown again if the defendant doesn’t waive the prelim?

Thanks.
