Best month(s) to see the fog?

When is the fog most common? It's been missing the last few times I've visited, which tends to be in October.

When it does manifest, is it always transient, or are there times of the year when it's always gloomy and gray, like Seattle or Portland?

I love seeing it come and go beneath but somehow over the sun...
