Who to call for Air B&B violation?

My son's friend moved abroad and sold a triplex in Ballard. Found out from son that new owners moved out the residents (legally, I believe) but now are renovating and turning the entire building it into Air B&B units.

This is illegal, correct? Who do I contact to turn them in?
