Steam keeps moving my saves despite Cloud being disabled, and it's breaking my mods.

When I restart my computer, Steam moves all my Skyrim saves from the folder it's supposed to be in, to Steam's own folder, located here:

C:\Program Files (x86)\Steam\userdata\489381290\489830\ac\WinMyDocuments\My Games\Skyrim Special Edition\Saves

This causes a number of my mods to break, causing me to have to re-install them every time. My MCM menu is also now very unresponsive. My mods show up in my MCM menu, it's just that the settings contents won't load until I spam my mouse a bunch of times.

I've completely disabled Steam cloud. In the Steam general settings, "Enable Steam Cloud" is off.

In my Skyrim saves folder (where the saves are SUPPOSED to be) the only thing that's left is a file called "steam_autocloud.vdf". I deleted it. Does that file tell Steam to move the saves to the aforementioned location?
