Partner rarely has sex with me but masturbates everyday. Am I wrong?

My partner masturbates every day. We have sex at the very most once a week (closer to once a month) and he rarely orgasms. I have a higher Libido than him. I would like more sex. When we talk about it he blames me for not being horny. But masturbates everyday.

Am I wrong for wanting to have sex with someone that actually wants to have sex with me and be involved in the sex and orgasm?
