Not getting Legendary / Epic drops on Hard. 31 Splashzone's = 1 Legendary

My wife and I just did the first boss, zero purple drops.

We then continued to do it 5 more times, I got 4 purples.

The early game (by the water to the left) red chest that you watch people get tons of loot from.

I reset the game and looted the chest 58 times, not a single legendary and very few purples (1 or 2 every 6-7 resets)

It then took me 31 Splashzone kills to get a legendary.

We are on hard mode (I double checked).

I don't understand? This doesn't feel very borderlands to us and I'm literally considering not finishing the game because of it.

Any reason people in videos are getting them left and right (even purple drops) and I wouldnt be?
