Is this User error or does the sculling boat need to be modified?

Helping my wife try to enjoy sculling / rowing but she’s having a very hard time with this Edon TS515

We tried adjusting the seat at every level and the paddle handles keep hitting her thighs. She works out a lot so she has larger thighs. I’m worried that’s the issue and she might need to get it modified. Let me know what you experts think!
