This one fic

Only thing I remember is that while in the mall before the summer camp, midoriya encounters shigiraki, and shinso comes up and is like "hey midoriya!" Shigi: "I didnt know you were here with your friends" shinso: "oh your Dry, let me get you some lotion out of my bag" shigi: "no don't I was just leaving" shinsou then pulls out pepper spray and someone ends up getting pepper sprayed (maybe)?

Maybe a different fic but at also in one the police end up pepper spraying the group, and they end up stumbling around, knock into each other, and then when Aizawa or Toshinori gets there they think they got injured because the pepper spray was red and they were laying on the ground to fight off headaches from slamming face first into each other
