Vendors keeping chase cards from free packs, is this normal?

To preface this i’m not a vendor, just a card collector. Went to a local one today, was looking through this guys binder when a girl came up with her parents, maybe 10-12 y/o and asked how much the packs of Destined Rivals were. He replied with $8 and she said that she couldn’t afford that.

He then offered her a free pack with the stipulation of “you need to open here” which alright, sure, i’ve seen that before. I kept browsing and saw him give her some sleeves a few moments later. My partner and I walked away and then she tells me the vendor told the girl “if you pull a chase, you gotta give it to me…” which she ended up doing! Not sure which one she pulled but I was just wondering if this is a normal thing nowadays? Has this happened to anyone else or was this just a scummy vendor? Noticed he was live streaming or recording his POV during all this but seemingly had stopped when I walked back around 15 minutes later.
