Discount cards

Per my ops at kroger was told we dont fill controlled substances under discount cards due to we want insurance to pay for them but yet half of patients i serve get them filled under discount cards cuz there insurance wants them on a 7 day supply and they dont wanna make the hassle of coming once a week and plus its cheaper esp for gabpentin and other controls was anyone else told this?
