1sec cooldown when using some abilities for no apparent reason

It doesn't happen everytime, but it's a bit annoying. I get this mainly with peashooter when trying to use hyper, the ability just doesn't trigger and instead I need to wait for a 1s cooldown to finish before trying again. Sometimes it does that with imp as well when calling my mech. The imp pulls his phone out, says the b-word but nothing happens and I have to wait one second before trying again. Needless to say it's quite problematic when it happens in the middle of an intense situation. Does anyone know what that is and how to avoid it, ? I play on pc if that's any useful.
