Why does Bill Maher keep fingering himself??

Have not watched him in years, but in light of recent events I am trying to watch a little bit of everything to get a full perspective….

I tried to watch Bill Maher and every 15 seconds he is fingering himself right below the belt.

It’s very distracting! Why on earth is he doing this?
