Can you unlock casual clothing for the title screen on global?

Hi!! I think this feature is unlockable in JP but is it possible to get the casual outfit for the title screen on the global servers? If so, how do you unlock it?

I really wanna unlock haru urarara's casual outfit on the home screen cause she's so so cute qwq
