AIWA CX- NAJ22- Bought a great sounding compact system but can't get tape player to work

I bought this AIWA at a garage sale for $30. It's really, really loud and the speakers sound great when I play the CD. But I can't get either of the cassette decks to work. I can't tell if it's because there something wrong with the actual cassette mechanisms, or if I just don't understand how to operate it it. The buttons/controls for the tape also double as pre-sets, 'set' and up/down tuner for the radio. When I press play, RR or FF, I hear a small click but nothing happens. I could theoretically use it just for the CD player but I really wanted it for the tape deck. Any advice?
