Is the devil's lair strike broken?

Every time I join the strike I spawn in the blast area and there is nowhere to go,no enemies,no onjectives etc. Other guardians also spawn incorrectly with nothing to do but return to orbit. Are we doing something wrong or is it just genuinely bugged?
