Activitys are way above my Level

So i finished the story, did the UVHM 1 quest and thats the difficulty where im at now. Level 37

Thought im gonna clear up the map now but Activitys such as Bunkers or mines are WAY above my level. The bosses and mobs there are Level 44 and basically unkillable for me.

Is that a bug?
