Returning villains in the DCU

When man of tomorrow was announced it was confirmed that lex was coming back to co-lead. Obviously in comic books a villain is never a 1 time thing and comes back over and over all the time.

Do you think other villains should make continued returns to movies if they’re not killed on screen. Should it just be the larger villains like the joker that keeps reappearing or do you think it should be lower tier villains like kiteman that can be used in a more comedic way
