What are you supposed to be doing?

So in my faction the large warband is full and has more stringent requirements so I'm in a smaller one. Every node for pve combat is on cooldown almost the second it comes up and there are ZERO enemy players around. Where are you suppose to go to do things? Are you suppose to be going 6-7 zones over into possible enemy zones on 20 minute walks hoping to find folks? Not mad, just trying to figure out what the easiest way to find more content is.
