Insurgency Update

Players should be allowed to create insurgencies and recruit people for their insurgencies or join other insurgencies. Players can commit crimes with other insurgents, and when arrested, players are able to have their insurgency fight back against police, insurgencies are a lot like organized crime, only military peacekeeping forces come after insurgencies primarily unless committing crimes, this also lets players get guided missiles and cannons and other OP weapons used by NPCs that kill players using such weapons.
