Redness but no sores?

I slept with someone Tuesday night (I used a condom). On Thursday, I felt some tingling and itching on my scrotum. On Friday I noticed some redness that hasn't gone away. I'm still experiencing some itching and tingling. The only thing is I don't have any sores/blisters/lesions anywhere. Here's my question: is redness and itching but no sores something that happens with a primary outbreak?
