Cipher good questions

It looks like Cipher is Godolkin... 1. Where the hell he had been before? Why Shetty was a dean in the first place? Why virus stuff happened? 2. What's the range of his powers? Couldn't he just control Omelandah or remotely turn off Butcher/ everyone else? 3. It looks like he cannot move his self from the old body. Why he doesn't have any security? Or can he? And the old body is there just as he's grateful and so on?
