Confessed to a guy, got a vague answer

I(F20) was on a discord call with this guy(M23). I've known him for almost a year and liked him for about as long. We work together. I was high during the call and I told him I had a little crush on him and he said "there's nothing wrong with that." We've gone out together 6 times but he hasn't kissed me. He lets me hold his arm/cuddle him/etc. Last time we went to the movies he let me hold his hand and rub his back (post-confession). He doesn't initiate affection much but he snuggled his head into mine and even grabbed my other hand for a few moments. Since then we've called a few times to watch movies together as well, and talked about him maybe hanging out at my place sometime but he phrased it like "You're allowed to have homies over, right?" Does he like me or not?
