basil essentially stopped growing after repot

so i repotted my biggest basil around 3 months ago and it has not grown at all. it's also not necessarily dying either. is it just taking its time to grow out the roots before it starts growing in height again? it did get a pretty massive upgrade.

i can see one root dangling from one of the drainage holes.
