Anybody else think that accelerator shouldn't have a duration?

So if you've never seen accelerator, it reduces your AS cooldown BY 100% for a duration of 10 seconds. This means that after the duration ends, your cooldown reverts to its previous state. This sucks because if you use it too early then it gets no value. I think they did it this way so to balance order repkits and TBP so you can't have 200% or 300% CDR on demand, but like, why not? Everything else is busted in this game. Accelerator needs something changed so it doesn't have the potential to waste a repkit. Who agrees?
