looking for a actors name

IDK if this post is allowed if not i apologize.

Im looking for a actors name who was in movies around the late 90's early 2k. Old guy had messed up hands smoked cigars ( in most of his movies idk about RL) Not george Burns. Kind of looked a little like Cornel sanders has a southern drawl ( again idk if he does in RL) . Can see him doing a villains monologed pouring him self a glass if whiskey while holding a big ol' cigars in his hands. i think the movie im seeing him in wasn't too serious maybe a little zany with a story ( not satire)
