Did the Ausländeramt change?

Recently needed to contact the Ausländeramt because my work contract is ending and it seems like everything has changed? There is now no possibility to contact them via email and only via the contact formula and they seem to be doing telephone enquiries. Anyone experienced something similar?

Along the same vein, I needed a Zulassung because I wanted to spend some time in France after my work contract ends. When I called, the lady said sure but I definitely need something on paper right? Email or telephone doesn't really seem to carry legal weight.
