I think and elderly guy sexually harasses me

I know this isn't sexual assault but what is it?

My parents make me do housework for an elderly guy. Whenever I am there to clean his house or do gardenwork he is really creepy, talks inappropriately, hugs and touches me and even sometimes walks around naked. I have told my mom about it but she doesn't believe me and claims I am making it up so that I don't have to work.

He is a nice person and we had ok talks but Idk why he acts so weird sometimes. Maybe I am just imagining what he does is inappropriate. What would you say is it? Is it harassement?
