Beginner question: can I safely spend my entire wage budget?

I don’t plan to exceed it, but just wondering if I can safely spend most, if not all of the wage and transfer budget. I am used to American football where teams generally spend most of their available salary space. I am in division 2 Scotland if that matters. Thanks!
