90s/early 2000s Kids book with cover illustration of boy‘s face and him holding I think a pencil sort of close to the “camera”

Probably a scholastic book cover. The boys face was a little squinty because he was looking at the pencil held in his stretched out arm toward the viewer. The colorful illustration felt like it had that slightly textural feel of a pencil drawing. My brain thinks it could have been a bubblegum bubble instead of a pencil but I think that’s wrong. Probably something 1998-2002.
