Aircon is not cold

Hi I thought my AC was in need to cleaning but it still cannot cool my room after cleaning

The fan is Maximum and the temp is 16 degrees Celsius, setting Cool

Brand: Koppel Split Type

When cleaning the plastic blades, did not rotate as fast as it should when being washed with water(the unit inside the house), aircon also has musty smell after being cleaned, screeching sound when i turn it on.
