La Marsa in the evening

Hello. This year in November, just like a year ago, I will travel to Tunisia and start off with a few days in Tunis. While I really liked the city center and the Medina at day time, it felt desolate after sunset with not many people around and most places closed as early as around 9 PM. Some locals told me that La Marsa and Ariana is much more active and fun in the evenings, so this year I booked the first nights in La Marsa before continuing my journey in Tunisia. Is La Marsa like that in the evening, with many people around and places open?
