different limb length, same poundage

Hi, can anyone help me understand this.

given the same riser (let's say 21", with draw length 24.5")

is pairing it with Long limb marked 70"-24# the same as pairing with Short limb marked 66"-24# ?

the bow size will be different (70" vs 66") but the weight should be the same right? what are the impacts from the bow size in this scenario? thank you!
