Spa Daily Checklist

I'm looking for advice on making a checklist for daily tasks.The manager of my spa keeps telling me that it's our checklist that's the problem. I think it's not holding the team accountable personally (supervisor here). I can't even get some of them to bother to flip our current one over to the other side. Many of them don't sign off what they did. It's a daily checklist of opening tasks, during the day, and closing. We have to clean the spa so it includes cleaning tasks for the locker rooms. Any advice on formats?
