Tod's Loafers are uncomfortable

I bought the Tod's loafers in leather (the ones with the gold chain), and I'm wondering if they're supposed to be this uncomfortable?

The chain part isn't padded, and the leather feels quite stiff. I've worn them around 20 times since I bought them, but they are taking a long time to break in.I purchased a UK size 2.5, though I usually wear a size 3 because these run large. I also need to use an insole since my heel tends to slip out as I walk. Haha! They are a beautiful, well-made shoe, but I think I regret my purchase.
