Liquor License for a Private Party

Hosting a party at a banquet and the owner has asked me to apply for a one-day temporary liquor permit myself.

There is a website of the Haryana Government Excise Department where I can pay the fee and apply but a friend mentioned that they don’t approve easily, do a lot of back and forth etc.

Has anyone applied for and received such a permit in recent days?
