Why bag your dogs poop and then leave the bags lying around?

I get why you would not pick up after your dog. But once you bagged it, why not carry the bag to the next corner and throw it in the trash? I see these bags lying around on my street basically every day now for months and I just don't get it. And yes, there is a trash can right on the corner.
