Anyone know what the barge and crane are for on 14th st at the end of the dinner cruise pier?

Not the tunnel project in the Hudson- there is now something on the pier. The other day a barge pushed against the Cornucopia ship- as in full thrusters pushing it into the pier, did they damage something? (it's nearly blocking the NYwaterway)
