Co Applicant Credit Card

Hello, please correct me if im wrong. My wife has an RBC card, and we want to convert that to a co-applicant card not an authorized user. Based on my research, we fill out the co-applicant request form and we both sign it and drop it off at the branch for processing. For some reason, they didnt mail it properly, and one of the advisors is saying we have to apply for a whole new credit card for it to be a co-applicant but the form says otherwise. Could someone please confirm for me what the process is?
