How does the Ranking Bureau work? Why isn't it censored by King Jahad? Is it to make people fear irregulars (like Phantaminum and Enryu)?

Something that I always think about when it comes to the rankings in this series is: if Jahad is not considered the strongest/most influential (since the Ranking also counts influence), then why doesn't he, as a dictator who wants to be feared, isn't censoring it? My personal guess is that it probably helps him make people hate and fear irregulars (therefore considering him a savior/god), but maybe I'm wrong and there's another reason?
