Notify users when a commit is submitted without a Jira id.

Hello guys, We have jira integrated with GitHub. So users add jira ids to commits which get pulled into our jira dashboard. However a lot of users do not add it.

Is it possible to notify users once they commit without jira id “kindly add jira id into the commit in all future commits”
