Mouse scroll "jumps"

I’ve been having an issue with my Framework 13 AMD 7840U where using the mouse to scroll causes the screen to "jump" which is very disorienting. I’ll scroll down, but then end up at the top of the page. I initially thought it might be my mouse (Logitech MX Master), but the same thing happens with the trackpad. Its very random, which makes it difficult to reproduce let alone fix.

I’ve had this problem since day one, but I recently noticed it more. I was wondering if this is a known issue and whether there's a workaround.
