Is it a visual bug or an actual bug when Sekhemas altars are lit up?

Going for my last set of ascendancy points and when I beat the third floor the shrine says "Click here to receive ascendancy points," but clicking on it just opens the passive tree, it doesn't grant points. Tried refunding and redoing the tree and nothing. Do you have to beat Zarokh to get the ascendancy points? If so, why does it show you can get them on the third floor? I just want to know so I know what to aim for.
