Foreign Justification needed for foreign consultants

I'm working on a proposal that includes a foreign consultant (paid). My understanding is that this doesn't count as an international collaborator, and thus the foreign justification isn't needed, but I'm getting mixed advice from my immediate colleagues. Our OR suggested we reach out to the PO, but given the current situtation, I'm assuming a response is unlikely.
