Are they ever going to fix the recon scope?

I know I know, I'm obviously not the first and I won't be the last but it just blows my mind how they haven't done anything to fix the recon scope to make it do what it's supposed to and mark enemies. I have tried 3rd person aiming, looking down the scope, and hip fire view too. Nothing. What irritates me is I've seen people say it works for them and I've seen other people say it's always been broken and has never worked. So does anyone know what's actually going on? Is it a bug? And have the devs ever talked about fixing it?
