Clockspeeds going down randomly on games, my temps are fine....

Hello folks, i have a laptop equipped with a Intel core I5 9300H, and recently it started randomly downclocking the CPU during gaming sessions, it randomly goes from something like 4000Mhz to 900-1200 Mhz, and after many minutes it goes back to like 2900Mhz and quickly drops back to the 1Ghz mark, i've checked temps, they're just fine, never exceeding 90 Celcius, and when its downclocked it goes down to like 60ish, and it also reduces the power consumption to a max to 15W, instead of an average of 30-40W..... I tried update firmware, drivers, BIOS etc.... I was thinking if it could be my VRMs heating up? Any other suggestions? Thank you
