2019 scrambler 1200 xc not turning over.

Dash lights up, battery volt is good, but when you press the ignition button nothing happens. Finally after a few min of rolling it around it started up like normal and rode fine. Then I parked it and tried to restart and again, no crank. What am I missing? It has fuel, battery volt good. I’m thinking starter has gone bad as there’s also this strange whining noise after the fuel pump stops priming.
