Does Juno's ult load slower than other hero's?

Hello! I've recently been playing some more Juno and I feel like her Ult loads slower than other hero's like Mercy or Kiriko? I had 11K heals and I only ulted twice. With Mercy I feel I'd have used Valkyrie like 4 times within that same heals range. Is it me or do devs hate her?
